An administrative citation is a tool used to enforce appropriate provisions of the Alhambra Municipal Code, county, and state codes without criminal arrest or prosecution.
Reasons for receiving an administrative citation include but are not limited to:
Administrative Citations can be found online in the Alhambra Municipal Code Chapter 1.13 which is under Title 1 - General Provision.
If the violation is a matter of public health and safety, you may not receive a warning but in most cases, prior warning is provided along with a compliance date. If the violation(s) is not corrected by the compliance date then you may be subject to an administrative citation.

There may be fine amounts that differ as adopted by City code or ordinance or mandated by a State, County, or Federal law which can be legally imposed.
The responsible party must pay the designated fine, or file an appeal within 10 days of the date of issuance of the citation. Paying the fine does not relieve you from correcting the violation; the violation must be corrected for the case to be closed, and prevent receiving additional citations.
Citations are not payable at City Hall. Payment must be made in full within 30 calendar days of the date of issuance of the citation. Payment is to be made in the form of a cashier's check, money order, or personal check. Do not send cash. Check should be made out to the: City of Alhambra. Please indicate the citation number on your check. Payment may also be made online by credit card at the Citation Processing Center website or by calling 800-969-2058. Please use a personal envelope to mail payment to the address list on the front of the citation.

Consequences of Failure to Pay the Fine and Correct Violations:
Citations may be appealed by submitting a written request for an administrative hearing. The Request for Administrative Hearing must be received within ten days of the date of issuance of the administrative citation. Yes. A person seeking an administrative hearing may request a hardship waiver of the monetary fine by filing a request in writing with the City Clerk's office, which must be signed under penalty of perjury. The request must be submitted along with the request for a hearing. The person requesting the waiver bears the burden of establishing that such person does not have the financial ability to make the deposit. Complete the Advanced Deposit Hardship Waiver Request form found online and email it to Code Enforcement or mail to:
The Development Services Director will evaluate the request for a Hardship Waiver and make a decision within 3 days of receiving such request unless extended. The Director's decision is final. You will be notified by telephone, facsimile, or pursuant to Section 1.13.030. If the waiver is denied then you will need to pay the fine prior to the hearing, otherwise, no hearing will be conducted. If it's approved then you will be notified of the hearing date, time, and location.
The person appealing the citation, or his/her attorney, will appear before a Hearing Officer. The Hearing officer will consider all of the testimony, witness statements, and evidence submitted at the hearing before rendering a decision. The Hearing Officer must issue a written decision within five business days after the hearing unless otherwise extended by the city, to uphold the order and deny the appeal, or modify the order. The hearing officer must identify and describe the reasons for that decision. The hearing officer will use preponderance of evidence as the standard of evidence in deciding issues. The decision of the hearing officer will be final. So if the Hearing Officer determines no violation existed, the person charged will not be responsible for the fine based on the circumstances. If the Hearing Officer upholds the findings then the person charged is required to pay the fine as designated by the Hearing Officer and correct the violation.
Once the person appealing the citation has received the Hearing Officer's Decision and is not satisfied with the Decision then it may be appealed by filing a petition for judicial review pursuant to the provisions of California Government Code Section 53069.4. The person appealing the citation must file this petition with the Los Angeles County Superior Court, Alhambra Courthouse, within 20 days of receiving the written decision from the Hearing Officer. The Court will then notify you of the hearing date and time.

The Community Development Department Complaint Hotline was established to help expedite the investigation of potential code violations. The Planning and Building Divisions address code violations pertaining to illegal interior or exterior construction, garage conversions, canopies on private property, illegal business signs or banners, disrepair of property (structural in nature), or fence/wall construction.
The Code Enforcement Division addresses code violations pertaining to property maintenance, garage or yard sales, illegal dumping, inoperable vehicles, shopping carts, and front yard parking.

All businesses operating from a store, office, warehouse, manufacturing plant, etc. must obtain a Zoning Clearance and Occupancy Permit, or a Home Occupation Permit if you're operating a business at your home, and Business License. For a Zoning Clearance and Occupancy Permit, or Home Occupation Permit, apply online through the Citizen's Access Portal.
All businesses operating in the City of Alhambra are required to obtain authorization from the property owner to conduct a business at their property. The Property Owner Authorization of Use form (PDF) must be submitted with the Zoning Clearance and Occupancy Permit, or Home Occupation Permit applications. If you're the property owner, you do not have to submit the Property Owner Authorization of Use form.

The City of Alhambra as well as the rest of the State of California is experiencing one of the worst droughts on record. In an effort to help city residents reduce their water consumption, the City revised the landscape standards in 2015 to allow for more drought-tolerant front yard designs. These revised standards allow residents to improve their front yard landscaping and water practices while beautifying their homes and neighborhoods. One of the revised standards now includes limits to how much decorative/permeable hardscape and how much non-decorative hardscape is allowed within the front yard. Decorative/permeable hardscape is limited to no more than 25% coverage of the front yard. Stepping stones, mulch, and decomposed granite are some examples of decorative/permeable hardscape. Non-decorative hardscape is also limited to no more than 25% coverage of the front yard. Walkways and driveways are examples of non-decorative hardscape. In addition to these standards, the revised standards now allow the use of artificial turf.

There are over 20 zone designations in the City of Alhambra, but the majority of the properties are designated residential (R-1, R-2, R-3), commercial (CPD, CBD, EMC, VSP) or industrial (IPD). The City of Alhambra contracts animal control services with the Los Angeles County Animal Care and Control. To report issues involving coyotes, please call 562-940-6898. The agency is available 24 hours a day, seven days a week.
It takes between 3 to 5 minutes for fire engines and rescue ambulances to arrive on scene after a 911 call has been placed.
The 911 emergency system is designed to save valuable seconds. When you dial 911, the system routes the police or fire unit that is closest to your home or business. Fire stations are not properly equipped to take emergency calls, and calling the fire station directly actually wastes response times.
We welcome our local schools, groups, families, etc. To visit and learn about your fire department, the facilities and specialized equipment, as well as meeting our fire personnel. Tours can be made by making an appointment and may be scheduled by calling our Administrative Office at 626-570-5195 and they will put you in touch with the fire station you would like to tour.
If you are requesting a medical record (EMS) on an individual's behalf (i.e. an attorney's office, insurance company, etc.), you must provide a signed waiver in order for medical records to be released. If you are requesting a medical (EMS) record for yourself and/or a fire incident report, a request for public records must be submitted with the City Clerk's Office.
Training takes up a good deal of their time when they are not on a call. Firefighters are required to have at least 20 hours of emergency-related training each month. Firefighters also are required to conduct fire safety inspections for businesses and schools in the City of Alhambra. The firefighters often found checking and maintaining their equipment so it is ready when the call comes in. Fire station cleaning and maintenance is also on their daily schedule. You will also see the firefighters driving their fire response districts to become familiar with the area to reduce response times during fire and medical incidents.
The standard response to a residential structure fire includes 3 Alhambra fire engines, 2 ladder truck companies, a paramedic rescue ambulance and 1 Battalion chief. Once the first unit arrives on scene and determines the remaining responding units are not needed, then they will be cancelled and returned back to their fire districts. The California State Fire Marshal determined that all multi-family residential buildings in the State of California consisting of three or more units shall be inspected annually by the local Fire Department throughout the state. To meet the requirement, set forth by the State Fire Marshal, the Alhambra Fire Department (AFD) has developed, evaluated, and implemented a uniform and equitable plan to inspect all properties in its jurisdiction that fall within these criteria.
Inspections are being conducted on a systematic basis, with consideration of the building density and potential for fire, life, and panic emergencies. The Alhambra Fire Department’s compliance plan has a minimum performance goal of completing all associated multi-family residential annual inspections and follow-up compliance inspections each “calendar year”. Yes, the inspection fee to property owner(s) is $50 per 30 minutes of inspection. A typical inspection can take 30 minutes to one hour or more, depending on the size of the property. Yes. Dogs are allowed in any Alhambra Park, on-leash (AMC 14.04.030). Dogs must remain on a leash that cannot exceed six feet in length, and must remain under full control of the owner. Reservations begin at 10 am and end at dusk. The picnic shelters do not have lights but the party is welcome to remain in the area or in the park until the park closes at 10:30 pm. If the party arrives earlier than 10 am, the area may not be ready yet since the park crew works on a set schedule.
No. There is no fee. However, the area is not guaranteed to be available for your date of interest or time of arrival. If you are the first person to arrive you must remain in the area until your party begins. You are not allowed to rope off the area or put up your own reservation signs. All rules and regulations apply to non-reserved areas as well.
Reservations can be made a maximum of 3 months ahead of your gathering and a minimum of 10 business days prior to the date of interest. Within 10 business days of a specific date, any picnic areas that have not been reserved will become available on a first-come, first-serve basis.

Yes, visiting hours are from 10 am to 5 pm, seven days a week. The Alhambra City Jail houses municipal arrestees.
A formal complaint form is available 24 hours a day. Please contact the Watch Commander's Office at 626-570-5130 to obtain a form. A formal investigation will begin once the form is completed and returned to the Police Department. You will be contacted to provide information for the investigation. Once the investigation is completed, you will receive notice of the outcome of the investigation.
Every alarm system must be registered and permitted with the City of Alhambra. An Alarm System Permit Application can be obtained online or at the City Hall Finance Department. The annual permit fee is $16. Should your alarm be activated and require a police response the first three responses are free of charge and every subsequent response for a false alarm is $85. For any response to an alarm that is not permitted the response, the charge is $85 for the first and any subsequent response.
It is against the law to disturb the peace of another. If someone is making loud noises, especially late at night, you can call the police and we will respond to investigate the source of the disturbance and take the necessary enforcement action. If you call anonymously, the most we can do if we discover the source of the noise is advise the noisemaker to stop making noise. They may or may not comply. If they don't, you can call again and we will, again, respond. If the noise is such that it disturbs the peace of another, you can even make a "citizen's arrest" for this violation. Many times, talking reasonably with the person or person causing the noise is the most effective way of solving the problem. If this does not work or is not an option, you can call the police and report the disturbance and we will do our part. Keep in mind that when you get the police involved, most people will comply, but may resent the police involvement and affect your relationship with your noisy neighbor. These types of disturbances are generally caused by a lack of respect for neighbors. It is important to be courteous and not turn these types of situations into personal grudge matches. If the disturbance is a rare occurrence, it may be best to simply let it go. If it is an ongoing problem, get the police involved.

It is very important that you personally visit the animal care center that services your city or area. For the Alhambra area, please contact the Los Angeles County Downey Animal Care Center located at 11258 S Garfield Avenue, Downey, CA 90242 or at 562-940-6898. When you arrive at the animal care center, be certain to ask to see all of the stray animals, including animals that are being held in the observation ward, medical area, or private veterinary hospital. Other helpful tips about lost and found pets are:
Check other animal control agencies in case your pet wandered into another jurisdiction or was brought there by a concerned resident. Visit your local animal care center daily. It may take days or weeks for your pet to appear in the shelter.
Place "Lost" fliers where your animal was last seen. Use ads in local newspapers, and Internet and social networking sites to spread the word. Talk to mail carriers and other people who frequent the area. Also leave information about your lost pet at your local animal care center(s).
Each animal care center has a community lost and found bulletin board for posting such information. Utilize social media! We suggest posting pictures/descriptions of lost and found pets to the County of Los Angeles Department of Animal Care and Control Facebook Page. Keep looking! Remember, many well-meaning people do not know it is unlawful to keep a stray animal and will not immediately take a lost pet to an animal care center. They may keep it at their home for several weeks hoping to find the owner on their own.
Always have a collar on your dog with a dog tag that provides owner contact information on it. Also, consider microchipping your dog with your information on it. Microchips can be placed by your veterinarian or the nearest L.A. County Animal Shelter (for a fee). By doing either or both of these things it should be easier to find your pet if it becomes lost.
The civil process for eviction is a very complicated process and local police departments do not get involved with civil issues with the exception of what we call "keeping the peace." Our role in such situations is to ensure that tenant and landlord do not violate any criminal laws and advise the parties to go their separate ways and allow the civil process to take place. It is always best to seek legal counsel about the eviction process. To answer your question, the Los Angeles County Sheriff's Department would handle the eviction process once the court issues its order. The legal process must be followed through the civil court process and ultimately the Los Angeles County Sheriff's Department Court Services Division. In any case, the Alhambra Police Department cannot evict the tenant.
Any vehicle without a valid Overnight Parking Permit or Handicap Placard may be cited for being in violation of the 2 am to 6 am parking restriction.
A Temporary Parking Permit can be obtained from the self-service parking machine, located in the Police Department's lobby or at the 7-Eleven located at 2150 S. Fremont Ave, for a fee of $5 per night. For a.50 convenience fee, a Temporary Parking Permit for up to ten days may be purchased online for $5.50.
Recreational vehicles may obtain a 72-hour parking permit for $9. This permit will only be issued for the purpose of loading or unloading a recreational vehicle either before or after a trip.
No permit shall be issued to commercial vehicles exceeding 6,000 pounds gross vehicle weight, non-motorized vehicles, trailers, vehicles exceeding six feet in width, vehicles exceeding 20 feet in length, vehicles exceeding eight feet in height.

Persons who have committed violent crimes, crimes against peace officers, sex crimes, or certain narcotic-related crimes may not meet eligibility for our program. You may serve your full sentence in our jail, but only (4) consecutive days in a row.
You may bring a change of underclothing for each day, softback book, magazines (non-pornographic), newspapers, shower shoes, prescription glasses, or contact lenses and solutions. If you are staying longer than two days consecutively, you may bring a change of clothes. No electronic devices are allowed, (i.e. cell phones, computers, radios, etc.). Also, no outside food, candy, gum, or tobacco products are allowed.

In order to obtain a copy of an accident report, you must be one of the parties who have a proper interest therein. This is included, but not limited to the driver or drivers involved, or the guardian or conservator thereof, the parent of a minor driver, or the authorized representative of the driver, or any named person injured by the accident. In order to obtain a crime report, you must be the victim of the crime. This does not apply to records that are being sought via subpoena. There is a fee of $0.10 cents per page for an accident report and a fee of $0.10 cents per page for a crime report that is payable by cash, check, money order, or credit card (Discover, Visa, or MasterCard).
The State of California Department of Justice has your criminal record information. You must provide them your fingerprints and pay a fee. An information sheet is available at the police department's front counter. Additionally, if you were arrested as a juvenile, you may receive a copy of your arrest report. Adult arrest reports must be subpoenaed. However, you may review your local records at the police department with proper identification.
You must file a petition at any Los Angeles Superior Court. The Alhambra Superior Court only handles domestic violence restraining orders, and those that do not encompass children within that order. All others must be petitioned at the Pasadena Superior Court. An Alhambra Police Officer can process an Emergency Protective Order (EPO) on your behalf after court business hours. Correctable violations (violations for equipment, no license plate, or registration) can be inspected, verified, and signed off by the Alhambra Police Department to Alhambra residents or those citations written by the Alhambra Police Department only, and are handled by the Traffic Section. Violations for driving without a license or no insurance are handled by the appointed Court.
California law requires you to take a breath or blood test if you are arrested for a DUI. California's "implied consent" law says that if you are lawfully arrested by a police officer who has probable cause to believe that you have been driving under the influence, then you consent to take a chemical test of your blood, breath, or urine for the purpose of determining your blood alcohol content (BAC). The test must be taken at the time of your arrest, and the officer should give you the choice between a blood or breath test. If neither blood nor breath tests are available, then you have to take a urine test. Additionally, California's implied consent law says that you consent to take a preliminary breath test, even if you have not been arrested. This works like a field sobriety test. The officer will use the results to establish probable cause that you were driving under the influence. You do not have to take this preliminary test, and the officer should say so. Refusing it, however, probably won't work in your favor if the officer has some other reason to think you had been drinking. Based on that other reason, the officer could still arrest you, and then you will be required to take a blood or another breathing test. Refusing to take the tests will result in a suspension or revocation of your driver's license by the Department of Motor Vehicles.

If you are a visitor in California and have a valid driver's license from your home state or country, you may drive in this state without getting a California driver's license as long as your home state/ country license remains valid. The State of California does not recognize an International Driving Permit (IDP) as a valid driver's license. California does recognize a valid driver's license that is issued by a foreign jurisdiction (country, state, territory) of which the license holder is a resident. If you become a California resident, you must get a California driver's license within 10 days. Residency is established by voting in a California election, paying resident tuition, filing for a homeowner's property tax exemption, renting a home in California, or any other privilege or benefit not ordinarily extended to nonresidents. On a similar note, the IDP is only a translation of information contained on a person's foreign driver's license and is not required to operate a motor vehicle in California and as mentioned is not a permit to drive. IDP's are advised to obtain if issued by the resident country. It is also recommended to carry another form of ID like a passport. Additionally, a non-resident under the age of 18 with a valid license from a foreign jurisdiction can only drive in California for 10 days. After 10 days, a non-resident minor must obtain a non-resident minor's certificate issued by DMV. Proof of financial responsibility is a prerequisite to obtaining a non-resident minor certificate. A non-resident minor in the military has 60 days to drive before having to obtain a non-resident minor certificate or full California driver's license.

In order to promote and protect public health, safety, and general welfare, the Alhambra City Council adopted an ordinance updating chapter 9.18 of the Alhambra Municipal Code to identify additional areas where smoking is prohibited. Ordinance Number O2M21-4785 (PDF) prohibits smoking in all public places, including outdoor dining areas, parks or public grounds (excluding the Alhambra Municipal Golf Course), public event areas, service areas, sidewalks, common areas of multi-unit housing, within 20 feet of any vent or enclosed area and any outdoor job or work sites. The ordinance is further intended to ensure a cleaner and more hygienic environment for the city, its residents and visitors, and its natural resources.
The ordinance applies citywide to any indoor or outdoor public place publicly or privately owned, including but not limited to sidewalks, streets, outdoor dining areas, parks, playgrounds, picnic areas, walking paths, gardens, hiking trails, athletic field restrooms, concession areas, service areas such as information kiosks, ATMs, bus stops or shelters, and at public events areas including a farmers' market, parade, fair or festival.

Smoking is prohibited in any common area of a multi-unit residence except in landlord-designated areas at least 20 feet from other prohibited areas. Common areas do not include private balconies or patios for the exclusive use of a resident.

Hotels, motels, and bed and breakfast establishments may establish their own rules permitting or prohibiting smoking on portions of their property that is not open to the public, including guest rooms, pools, and similar facilities and areas.
The ordinance is intended to be self-enforcing. However, any police or code enforcement officer will respond to smoking violations if needed. In the rare case of non-compliance, the City has the ability to issue a citation.
Violations of the ordinance are considered an infraction and penalties range from $100 for first violation, $200 for second violation, and $500 for third violation.
