The City of Alhambra operates under a council-manager form of government, whereby council members are elected by citizens to make important decisions on policy-related issues. The city council appoints a city manager who is essentially the chief executive officer (CEO) of the city to carry out those policies to ensure that the entire community is being served. The city manager serves as the council's chief advisor, directs and oversees the day-to-day operations of all eleven city departments and staff (as well as having charge over boards & commissions and the city attorney), prepares the city's annual budget with the assistance of department heads, and also serves as the executive director of the Alhambra Redevelopment Agency. Both the council and citizens count on the city manager to provide them with complete and objective information, pros and cons, alternatives, and long-term consequences pertaining to various issues under consideration.

Responsibilities of the City Manager's Office:

  • Works to enhance quality of life for Alhambra residents through better housing and recreational opportunities, community events, and the creation of a diversified and sustained economic base.
  • Oversees the development of the Strategic Plan which provides the overall framework for translating broad community values and expectations into specific strategies for managing growth and enhancing the city's quality of life. 
  • Enforces city laws and ordinances
  • Implements policies, directives and makes recommendations to the Alhambra City Council and Redevelopment Agency
  • Represents the city with respect to legislative actions, environmental issues, emergency management, and interactions with other governmental entities.

Cable Television: Cable television services are provided by Charter Communications under a franchise agreement with the City of Alhambra. If you are an Alhambra resident on a fixed income, you may be eligible for a 10% reduction on your basic cable bill. The Reduced Cable Rate Application form is available online. Code Enforcement: To preserve the integrity, high standard of living and overall safety of the community, the City's Code Enforcement staff provides a fair and unbiased program to correct violations of municipal codes and land use requirements. CDBG Program Administration: The Community Development Block Grant (CDBG) program, sponsored by the County of Los Angeles, provides cities with funds for eligible activities in the areas of housing, economic development, public facilities, social services and planning. All funded activities must meet one of the following national objectives: to assist low and moderate-income households; eliminate or prevent slums or blight; or respond to an urgent need. Designated use of the funds is based on a collaborative process that comes under the guidance of the Housing and Community Development Citizen Advisory Committee (HCDA). The committee is comprised of Alhambra residents who are given an opportunity to make recommendations concerning proposed use of the funds, range of activities, and actual use of funds designated to benefit low and very low persons. Council Meetings on Cable TV: The City of Alhambra broadcasts meetings of the Redevelopment Agency and City Council of the Council on local cable Channel 55, operated by Charter Communications. The meetings are telecast consecutively at 7:30 p.m. on Thursday evening following the meetings, and again on the following Monday at 7:30 p.m. For more information on this service, call (626) 570-5011.

Solid Waste Management: The City of Alhambra's waste disposal and recycling services are provided by Allied Waste Services, Inc. (AWS). For questions concerning service, call 1-888-742-5234 (or) or the City of Alhambra at (626) 570-5432. To encourage recycling and other measures to promote conservation, the City periodically sponsors hazardous waste disposal events and composting workshops. It even sells compost equipment. Detailed information concerning trash schedules, how to sort your trash/recyclable items, and local oil recycling centers can be found on the City's web page dealing with trash and recycling services. Public Information: This office serves to promote the mission and objectives of the City, as well as keep its various constituents informed about significant news and events taking place in the City. Specific mass communication vehicles used to communicate with the community include Around Alhambra and other local media, the City of Alhambra Web site and Channel 55. Additional outreach activities include participation in the Annual Lunar New Year's Festival and presentations to various community groups according to need.
