The City of Alhambra operates under a council-manager form of government, whereby citizens elect council members to make important decisions on policy-related issues. The city council appoints a city manager who is essentially the chief executive officer (CEO) of the city to carry out those policies to ensure that the entire community is being served. The city manager serves as the council's chief advisor, directs and oversees the day-to-day operations of all eleven city departments and staff (as well as boards & commissions and city attorney). The city manager also prepares the city's annual budget with the assistance of department heads, and serves as the executive director of the Alhambra Redevelopment Agency. Both the council and citizens count on the city manager to provide them with complete and objective information, pros and cons, alternatives, and long-term consequences pertaining to various issues under consideration.

 Responsibilities of the City Manager's Office:

  • Principal Functions:
    • Works to enhance quality of life for Alhambra residents through better
      housing and recreational opportunities, community events, and the
      creation of a diversified and sustained economic base.
    • Oversees development of the Strategic Plan which provides the overall
      framework for translating broad community values and expectations into
      specific strategies for managing growth and enhancing the community's
      quality of life. 
    • Enforces city laws and ordinances
    • Implements policies, directives and makes recommendations to the
      Alhambra City Council and Redevelopment Agency
    • Represents the city with respect to legislative actions, environmental
      issues, emergency management, and interactions with other
      governmental entities

  • CDBG Program Administration: The Community Development Block Grant (CDBG) program, sponsored by the County of Los Angeles, provides cities with funds for eligible activities in the areas of housing, economic development, public facilities, social services and planning. All funded activities must meet one of the following national objectives: to assist low and moderate-income households; eliminate or prevent slums or blight; or respond to an urgent need. Designated use of the funds is based on a collaborative process that comes under the guidance of the Housing and Community Development Citizen Advisory Committee (HCDA). The Committee is comprised of Alhambra residents who are given an opportunity to make recommendations concerning proposed use of the funds, range of activities, and actual use of funds designated to benefit low and very low persons.   • Solid Waste Management: Residential waste disposal and recycling services are provided by Allied Waste Services, Inc. / AWS (1-888-742-5234). Commerical trash disposal is handled by Consolidated Disposal Service (1-800-299-4898). To encourage recycling and other measures to promote conservation, the City periodically sponsors hazardous waste disposal events and composting workshops, and even sells compost equipment. Information on trash schedules, sorting trash/recyclable items, and locations of used motor oil recycling centers can be found on the City's web page dealing with trash and recycling services, or call the City of Alhambra at (626) 570-5011. Click here for information about household hazardous waste collection events.
